Jerome S. Silber
Biography
Adjunct Professor Jerome (Jerry) Silber is a seasoned attorney with a rich background as an external counsel and an in-house strategic advisor. In 2024, he retired from Verizon, where he served as Vice President and Deputy General Counsel. Professor Silber’s expertise encompasses telecommunications, outsourcing, contract negotiation, data security, mergers & acquisitions, regulatory compliance, and commercial dispute resolution. At Verizon, he managed a team of 65 legal professionals supporting an annual revenue stream exceeding $8B. Professor Silber sat on executive committees such as Verizon’s Management Review Board and its Enterprise Integrity Council.
Professor Silber’s dedication to pro bono work brought him numerous awards and accolades throughout his career. In 2020, Professor Silber brought the Street Law Legal Diversity Pipeline Program to New Rochelle High School in Westchester. The program advances civic and legal education to empower youth. Verizon awarded him its prestigious “All-In” Award to recognize his contributions. In 2022, Professor Silber partnered with Haub Law’s students to expand Street Law’s outreach to Westchester’s high school community.
Before Verizon, Professor Silber practiced corporate law in New York City at what is now Katten, specializing in broadcast and telecommunications law. For over three decades, he has also shared his knowledge by teaching mostly graduate seminars in media law and ethics at The New School, Iona University, and Manhattanville University. At Haub Law, Professor Silber teaches Drafting Legal Documents and Communications Law.
Professor Silber is now consulting for Frontier Internet and advising startups on commercial and regulatory issues. He also pursues his interest in artificial intelligence as an Advisor/Evangelist for AI 2030, dedicated to fostering ethical AI practices through transparency, research, framework creation, and best practices. He writes monthly blogs on “AI and the Law” and contributes to white papers for AI & Partners.
Professor Silber’s significant contributions to World Commerce & Contracting, including as a founding member of its Contracting Principles team and multiple terms on its Advisory Council, culminated in his recognition as a “Fellow.” He also serves on the organization’s Research & Learning Council. Most recently, Professor Silber was appointed to the National Contract Management Association’s Standards Consensus Body, tasked with enhancing the accessibility of Contract Management Standards in preparation for ISO accreditation.
