Building the Future: Practical Strategies to address Affordable Housing
This year we will highlight the revolutionary work of affordable housing practitioners who are breaking down the silos and integrating sustainability and affordable housing; reviewing practices and finance structures for affordable home ownership; exploring tools to further understand zoning practices; and understanding the newest case law and decisions regarding the use of community preferencing. The Summit will bring together elected officials, housing and community development leaders, financial lenders, business professionals, activists and others to identify and work toward affordable housing solutions. The Summit will invite us all to imagine how we build a housing future for all.

Due to the generous support of the Long Island Sound Study and New York Sea Grant, Pace University’s Land Use Law Center will bring a unique training program to municipalities within the Long Island Sound watershed. The curriculum for this program will emphasize the land use system, innovative approaches to sea level rise adaptation, economic development, hazard mitigation, and natural resource protection to strengthen community planning, regulation, and informed decision-making. Best management practices and technical assistance and community engagement on land use planning and regulation will also be provided. The program will be offered free of charge and will provide continuing legal education credits for attorneys and satisfies the four-hour training requirement for local board members. CM credits are being requested, as well. The Center, through funding secured by the Westchester County Association from Westchester County, will also be creating resilience gap analyses for the first five participating communities to sign-up for the program. In the gap analyses, a community will receive an assessment regarding resilience goals within their current zoning and comprehensive plan language.
The Land Use Leadership Alliance Training Program (LULA) is designed to help leaders along the Long Island Sound coast create new networks of support, identify successful land use techniques, and develop implementable local strategies that will enable a more resilient future for the region. The program comprises three full-day sessions from 9:00 a.m.–3:00 p.m. scheduled for April 1, April 8, and April 22 with sessions taking place at Pace University School of Law. It is a requirement that participating communities attend all three of the sessions in order to complete the program. This model encourages the creation of leadership networks, initiates and supports grassroots regionalism, creates opportunities for civic engagement, and fosters sustainable communities.
If you are interested in having your community participate, please email Tiffany Zezula. You will then need to get commitment from 2-4 leaders from your community to participate in the program on the three aforementioned dates. Leaders can be municipal staff, board members, or sustainability/environmental committee members.

Announcing a new training opportunity for municipalities working on local flood resilience!
This spring, the Hudson River Watershed Alliance and Pace University’s Land Use Law Center are bringing the award-winning Land Use Leadership Alliance (LULA) training program to municipalities that are Members of the Hudson Valley Flood Resilience Network.
This 3-day training teaches local leaders how to develop sound and balanced strategies to accomplish policy objectives and to carry them out effectively. The content for this training will focus specifically on land use, flood resilience, and climate change adaptation.
The Land Use Law Center will also provide participating municipalities with resilience assessments using the RISE Local Assessment Tool, developed by FEMA and EPA. The RISE assessment reviews a municipality's current zoning and comprehensive plan language. This LULA program will be particularly well-suited for municipalities that are interested in or are currently working on a Comprehensive Plan or Local Waterfront Revitalization Plan.
Is your municipality interested in participating? First, join the Hudson Valley Flood Resilience Network. Membership is free, and benefits include access to specific flood-related programs and training opportunities.
Once your municipality is a Member of the Flood Resilience Network, we will share the municipal application form to participate in the LULA training. The application process will help us identify a cohort of communities that are well-positioned to use the RISE Local Assessment Tool for this session.

This session is designed for elected officials, with a special focus on those recently elected. Westchester County and New York State have been involved in wide-ranging discussions centered on the housing shortage.
